SUMMARY

FOR MEETING HELD JUNE 15, 1987 IN BETHESDA, MARYLAND CONCERNING REVISIONS TO THE RIVER BEND E0Ps A meeting was held in Bethesda, Maryland on June 15, 1987 to discuss Gulf States Utilities' (GSU) plans to revise the emergency operating procedures (EOPs) for their River Bend Station. A list of attendees and their affiliation is provided as Enclosure I. Enclosure II contains a meeting agenda that was handed out at the meeting. Staff from G5U and their contractor, General Physics Corp., presented their proposal for going to a flow chart format for their E0Ps. Supplement No. 3 to the River Bend SER states that the staff should review GSU's method for developing, verifying / validating, and implement-ing flow chart E0Ps before their implementation. It was intended that the meeting satisfy the SSER requirement.

The significant points discussed at the meeting are summarized below.

1. GSU is considering revising their present E0Ps to a flow chart format.

It is expected that this would make them more user-friendly. That is, if proper consideration is given to human factors considerations, the flow charts will make it easier to implement the E0Ps.

2. GSU indicated that they tried to develop a " single path" approach because earlier, INPO and the NRC had identified problems with RBS operators performing steps concurrently which were in their narrative format E0Ps.
3. River Bend Station flow chart E0Ps are based on REV. 4 of the GE Owner's Group Emergency Procedures Guidelines (NOTE: This revision has not been approved by the NRC. Schedule for review and approval is being established by the staff.)
4. GSU has proposed four flow charts which will cover all of River Bend Station's E0Ps. E0P-1 is the main flow chart that is entered on any scram and covers a ATVS and non-ATWS events, and which may lead to other ,

I flow chart (s), on Containment Pressure, Suppression Pool Level, and/or Secondary Containment.

5. The licensee indicated that the charts will be laminated with a non glare material and that ample space is available in the control room to allow ease of use. Size of the final flow charts will vary.
6. There was a discussion of how GSU was providing essential notes and cautions in the E0Ps. The licensee indicated that the writer's guide portion of the PGP has been modified to incorporate changes reflecting flowchart procedure format (e.g., conventions used re: color coding, symbology,etc.).
7. The staff commented that they would like GSU to consider providing a grid coordinate system or overlay to index various parts of a particular E0P flow chart.
8. There was a general discussion of the role of the Shift Foreman in directing the E0Ps.
9. There was a general discussion of the scope and overall concept of GSU's verification and validation effort for the E0Ps. GSU indicated that flow charts are currently undergoing V/V with cperators who have not been exposed to flow chart-type procedures before and that a minimum control room staffing is being used during V/V. Multiple failure scenarios are being used in the simulator exercising of the E0Ps, according to the licensee.
10. GSU stated that it was their intention to complete training on the new flow chart E0Ps this fall during the refueling outage and to begin use of the flow charts at startup for the next cycle.
11. The staff recommended that GSU incorporate the results of the V&V program and do a thorough documentation of all phases of the E0P effort in their 50.59 reviews.
12. GSU indicated that they would provide the staff with a copy of their revised .0GP and copies of the final version of their flow chart E0Ps.

.The staff has not conducted a detailed human factors review of the sample of E0Ps or any changes made to the PGP, nor have they reviewed the engineering adequacy of the E0Ps. The staff has not reviewed and approved Revision 4 of the GE Owner's Group Emergency Procedures Guidelines, the revision against which flow chart E0Ps are written. Based on the verbal presentation made by GSU describing the method for developing, verifying / validating and implementing their flowchart format E0Ps and a preview of a sample of draft flow charted E0Ps by the staff, the methodology should result in E0Ps that can be used to effectively mitigate transient and accident conditions.

The staff concludes that the SSER #3 requirement for staff review prior to implementing flow chart E0Ps has been satisfied and that this meeting summary should serve as documentation that the staff has been given an opportunity to review the proposed E0Ps and provide their comments.
