Further, adequate security p recautions to preclude releases.of radioactive substances in the event of acts of willful destruction have not been established. In the event of any excessive release' of radioactive substances, we contend that emergency plans should include prior public~ education and information sufficient to insure prompt and effective public response to such an emergency.

Adequate contacts have not been made with me tropolit an govern-cental agencies to brief them as to necessary actions and coordination in such emergency situations. We contend. tha t it-

j geological considerations that no credible accident, or i

extraordinary nuclear occurence would result in releasing I

rcdioactive material into ' the environment in excess of limits estchlished in the AEC's radiation protection regulations.

j Until these adequate studies.are submitted and l until the protection-requested by MECCA is granted, by with-l holding of an operational. permit, the citizens of the-State of
