The Notice of Hearing in the captioned proceeding, and the AEC's' Rules of Practice (10 CFR Part 2), provide two i f

methods for participation by members of the public in the

public hearing to be held in this proceeding on April 28, 1970.

A member of the public, pursuant to the provisions of 10 CFR $ 2.715, may make a limited appearance and there-l by present an oral or written statement-setting forth his -

I views, and the questions he would like answered, with respect  !

~to the issues to be considered at the hearing. A member of l the public may also participate in the hearing as a party to the proceeding if he files a suitable petition for leave to  !'

intervene which meets the requirements of 10 CFR $ 2 714 ll i,

By letter dated March 27, 1970', and docketed by the AEC  ;

Office of the Secretary, Public Proceedings Branch on April 1,1970, Mike Donahue stated that he "would ,like tol sce'k the l

opportunity to petition to intervene in the AEC hearing. " The '

letter of March 27, 1970, does not meet the requirements of f.S 10 CFR $ 2'.714. It.does not state any specific contentions~
