Dear Mr. Secretary,
Northern States Power Company (NSP) has reviewed the NRC's proposed amendments to 10 CFR Part 26 (Fitness for Duty Rule).
We believe that these proposed amendments represent a strong, comprehensive effort by the NRC to reduce licensee regulatory burden, exact significant industry cost :
savings, and eliminate ambiguity.
NSP strongly endorses comments submitted by the Nuclear Energy Institute (NEI) on behalf of the nuclear power industry. This includes NEI's request to withdraw certain proposed rule modifications and address them in a separate rulemaking package that i would provide justification by means of a detailed backfit analysis. i NSP believes it is imperative that the NRC separate out and promptly move forward with those elements of the rule change package not in dispute and ostensibly ready for enactment.
