NORTHERN STATES POWER COMPANY'S REQUEST FOR EXTENSION OF TIME e4-b In its November 17, 1978 Order, the Atomic Safety and L1 6

Board extended the time for filing replies to the Board's October 13, 1978 Order concerning ATWS until January 5, 1979. The extension was based upon the Staff's on-going preparation of a report to the Advisory Committee on Reactor Safeguards on the requirements for protection against ATWS for operating plants.

Northern States Power Company has not yet received this Staff re-port. Evaluation of this report and of the NRC Staff's application of the report's conclusions to Monticello are obviously necessary before Northern States Power Company can fully respond to the Board's ques-tions. Therefore, NSP respectfully requests an extension of time until January 26, 1978 to submit its response to the October 13, 1978 Order.

Counsel for MPCA and the NRC Staff have authorized me to state that they have no objection to this motion.
