SUP9(ARY OF MEETING HELD ON JUNE 6,1985 FOR.CP&L TO PRESENT THE STATUS OF UNIT 2 ENVIRONMENTAL QUALIFICATION OF EQUIPMENT IMPORTANT TO SAFETY

Background

On September 28, 1984 an extension of time was granted to CP&L to complete the environmental qualification for Unit 2. The extension November 30, 1985, the maximum permitted by 10 CFR 50.49(g) granted was toThe rule .

on to state "in exceptional cases the Comission itself may consider and grant extensions beyond November 30, 1985." CP&L informed the staff by phone that it intended to request such an extension from the Comission to extend the time period until March 31, 1986, the normal refueling time for Unit 2. To this end CP&L presented information to NRC management. The meeting on June 6, 1985 was requested by CP&L to provide the staff with an update on the progress of the environmental qualification of Unit 2.

Meeting Summary As an introduction CP&L recounted the reasons that the Brunswick facilities were different from other BWRs, namely the concrete torus, which causes the high energy lines to run through the open reactor building, which in turn exposes a large account of equipment to a more harsh environment; the unique reactor instrument protection system, which entails the use of a large number of switches and valves; and the terminal blocks inside containment, which could not be qualified.

CP&L then presented an update on the status of environmental qualification of Unit 2. In conjunction with Unit I work on refueling, environmental qualification and other maintenance, new qualified equipment was purchased for both units and some modifications and qualification were completed for Unit 2. About one-third of the justifications for continued operation have

)eeneliminated. Unit 2 is prepared to shutdown on November 30, 1985 and can complete the environmental qualification of Unit 2 equipment before restart. Because of critical path items, it is more practical to complete the reload along with the environmental qualification in November rather than completing the environmental qualification starting in November and completing the normal reload at the time that the reactor would be ready for refueling.

l In addition to the status report, CPAL discussed the effect of the proposed extension on the Integrated Schedule amendment request submitted on April 29, 1985. The proposed change in date from November 1985 to March 1986 would change the projected five-year plan being considered as a part of that amendment request. CP&L intends to present a schedule showing the proposed March 31, 1986 refueling date, consistent with the intent to apply for an extension of time for the environmental qualification of Unit 2.

In addition to the progress on Unit 2 environmental qualification, CP&L presented three new justifications for continued operation that had been established internally since September 28, 1984. CP&L will submit a status report to the staff for information purposes.
