SUBJECT:

SUWARY OF MEETING HELD ON SEPTEMBER 10, 1985 TO DISCUSS THE CP&L DIRECT CURRENT (DC) SYSTEM AMENDMENT REQUEST

Background:

On December 10, 1984, CP&L submitted an amendment request which submitted new load profiles and limiting conditions for operation (LCO) for the facility batteries. The staff requested clarification of the operability requirements of the DC divisions. On September 9, 1985, a conference call was held during which it was decided that a meeting was necessary to achieve the desired clarification. The meeting was held on December 10, 1985. Attendees are listed in Enclosure 1.

Meeting Sumary:

The clarification requested by the staff involved the action statements "a" and "b" under LC0 3.8.2.3, Technical Specification (TS) page 3/4 8-8. CP&L explained the BSEP DC system and LC0 3.8.2.3 with the aid of Figures 1, 2 and 3 (Enclosure 2). The primary staff concern involved the deletion of TS 3.8.2.3 action statement "c" which contained a 2-hour time limit for restoring an inoperable division before proceeding.to shutdown. By means of Figures 1, 2 and 3, CP&L explained that the new action statement "b" not only corrected an omission in the old action statement but is also more restrictive, allowing no time before proceeding to shutdown the reactor involved. Losing one battery from each division (i.e., IA-1 and 18-2) is a significantly less safe condition thar losing one division (i.e., IA-1 and 1A-2) because of the arrangement of 250 volt power for high pressure coolant injection (HPCI) and reactor core isolation cocling (CCIC) pumps.

This correction, more properly takes into account plant specific attributes of the BSEP DC system.
