SUBJECT:

MEETING AT THE SITE ON AUGUST 27, 1985 REGARDING APPENDIX R

Background:

By letter dated March 8,1981, as supplemented April 15, June 30, September 3 and October 1,1982 and Fay 2,1983, CP8L recuested exerr.ptions of Appendix R to 10 CFR 50. By letter dated July 27, 1983, the NRC summed up the situation by granting some exemptions not related to alternate shutdown capability and denying others. The letter set out the conditions for future actions by CPal which included an alternate shutdown capability assessrent (ASCM ry crt within 9 months. In addition, monthly meetings were held with the staff to assure that the analysis would be expeditious and according to the staff requirements. By letter. dated April 24, 1984 as supplemented December 28, 1984, CP&L submitted the Alternate Shutdown Capability Assessment Report and requested eight exemptions from the technical requirements of Appendix R to 10 CFR 50.

Conference calls were held in August 1984 to ascertain certain information needed to complete the staff review of the ASCA Report. A draft Safety Evaluation (SE) and a draft Request for Additional Information (RAI) were provided to CP&L to clarify the staff need for information. During a conference call on August 14, 1985 it was concluded that a meeting would be necessary to properly define the staff need for information and that it should be held at the site. The draft RAI would serve as the agenda (Enclosure 1) and the meeting was to be held on August 27, 1985. Attendees are listed in Enclosures 2 and 3.

Meeting Summary:

The meeting consisted of discussions to clarify the agenda (i.e., draft RAI). The discussion quickly centered on item 1(c), the table showing separation of function. CP&L determined that a strict interpretation of this request would regtWe an excessive amount of work. After some discussion of'this point, a tour of the facility was held to observe the areas in question. After the tour, a short discussion was held and the meeting recessed for a caucus.

After the caucus, the working group discussed the question further and then convened for a short summary meeting which included CP&L management.

The staff position regarding question 1(c) was restated, namely, that, while the addition of the halon system provided added assurance, the lack of knowledge regarding the cable separation distance was making completion of the SE and granting of the related exempt'on difficult, if not impossible. After discussing the relationship of the Appendix A separation distance, CP&L ugreed to review the question as restated, "l(c) Provide a characterization of the separation of functions in fire area DG-1."

Two additional subjects were briefly discussed, the water curtain question (i.e., RAI item 2) and the status of the Control Room floor under Appendix R which was designated as a 3-hour barrier in the Appendix A review. The CP&L resolution to the water curtain question will be presented in its response to the staff RAI when it is formally submitted. The discussion of the control room floor was tabled until the Appendix R review is completed.

As a result of the meeting, the RAI will be formally issued and CP&L will respond in 45 days.
