SUPNARY OF FEBRUARY 22, 1989 MEETING WITH CAROLINA POWER'-

& LIGHT COMPANY General On February 22, 1989, the NRC staff met with the Carolina Power & Light Company (CP&L) to discuss the characterization of, and the proposed actions for, the cracks found in the Brunswick Steam Electric Plant (Brunswick), Unit 1, recirculation system safe ends. Potential implications for Brunswick Unit 2 l were also addressed. The meeting was held at Bethesda, Maryland and a list of attendees is included in Enclosure 1. Enclosure 2 contains the meeting l agenda. i Unit 1 is currently in a refueling outage and Unit 2 is operating. A refueling outage for Unit 2 is planned to consnence in September 1989.

Discussion Intergranular stress corrosion cracks (IGSCC) were found in all ten recirculation system safe ends. The licensee originally planned to weld overlay four safe '

ends and justify "as is" the remaining six safe ends'. The licensee advised the NRC staff during the meeting that all ten safe ends would be weld overlayed g before Unit I returned to service. The weld overlay would ensure safe plant  ;

operation for one cycle. The licensee is considering replacing Unit I recircu- i lation system piping during the next refueling outage which is scheduled in 1990.

The licensee presented a justification for continued operation (JCO) for Unit 2 assuming that the same degree of safe end cracking was present in that operating unit. There is no evidence at this time that there is safe end cracking in

) Unit 2, but since both units have approximately the same service time and j' conditions it is not unreasonable to postulate that there may be some cracks in

! the safe ends. The licensee is also considering replacing Unit 2 recirculation system piping in an upcoming refueling outage, but not necessarily the one to start in September 1989.

! We requested the licensee to provide some additional details in their safe end cracking analysis and in the JC0 for Unit 2. Since the licensee was already committed to provide a submittal on this subject by March 13, 1989, we agreed that the additional details can be made part of the March 13, 1989 submittal.
