BRUNSWICK TRIP REPORT The Brunswick Project Manager visited the site f rom Wednesday, August 23, 1989 through Friday, August 25, 1989. During the visit, the Project Manager discus-sed licensing actions with the senior resident inspector, the project engineer from Region II, and the licensee. The Project Manager also took a number of tours and attended the morning plant status meeting on Thursday and Friday.

The discussion with the resident inspector centered on the active licensing

. actions currently under review and those planned to be submitted by the licensee. The discussions with the licensee centered on feedback as a result of the Brunswick Technical Specification meeting in Rockville, MD on August 22, 1989, the pending Type A ILRT for Unit 2, the potential amendment to double the allnwable containment leak rate, and the Hydrogen Injec. ion system planned amendment. The discussion with the Region II project engineer centered on two diagnostic evaluation team findings: containment isolation valves and offsite/onsite electric power circuits.

The Project Manager toured areas involved with the Unit I loss of offsite power event of June 1989. The area arouno the startup transformer was toured. The area where the main generator disconnect links are located was toured. The service water building was toured; a permanently stationed chlorine tank railroad car was noted west of the service water building. The basement of the diesel generator building was toured. The area aro;nd the base of the main plant stack outward a main stack length was toured. Three quarters of the in-side perimeters of the protected area boundary was toured. The proposed loca-I cation of the ISFSI was also toured; this area is west of the intake canal and l

north of the plant itself. An incinerator using mildly radioactive oil as the I fuel source is also located here and would have to be moved. It was noted that I

the .3FSI area is outside the protected area, and higher than normal plant site grade. Housekeeping observed during the tours was excellent for the most part.

In regard to the areas around the main stack, USAR Figure 1.2.2-1, Plot Plan, was used as reference. It was noted that many new building / trailers were in-place and not shown on the Plot Plan. The Project Manager also noted the g *1tsti M jh4 @

2 oddition of. trailers at other locations on site and within the protected area that are not shown on the Plot Plan. The Project Manager specifically toured the main stack arer to determine if any 1,afety related structures and/or equipment were sited here since the plant was licensed. Although the main stack is a Seismic Category I structure, it is not tornado proof; its failure must be' considered in relationship'to other safety systems. . The USAR specified that-the failure of this stack would not endanger other Class I

-systems or structures, except the Unit 2 equipment access lock. The consequences of failure of this lock were analyzed in the USAR. The Project Manager noted that a stack failure could also fail the Unit 2 condensate storage tank. The Project Manager also noted. that'should the stack fail, personnel. could be adversely af fected if the stack fell in this area that is concentrated with non-safety related buildings 6ad trailers.
