This action is base." nn a viole ion of the licensee's work control program which rec..:.ted in the degradation of the ossential service water system. Specifically, while performing maintenance on a system throttle valvo a plant mechanic made an adjustment to the valvo pocition indicator that was outside the scopo of his assigned work and for which no post-maintenance testing was performed. During, routino testing performed somo weeks later the licenseo identified a possible system flow problem and then conducted a special test which identified the mispositioned valvo. This violation has been classified at Severity Level III. A proposed civil penalty equal to that of the base civil penalty is being issued after offsetting mitigatio' t b. t h- licensoo's identification of the problem with escalat.2n Lv l'~ensoo's past performance.
