OE to issue a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of One Hundred Thousand Dollars ($100,000) to Wolf Creek Nuclear Operating Corporation. This action was based on several examples of significant procedural control weaknesses during the perfomance of outage activities.
The licensee responded to the Notice in a letter dated April 14, 1988 admitting the violations, but requesting mitigation of the proposed civil penalty. After careful consideration of the licensee's response, the staff has concluded that an adequate basis to mitigate the proposed civil penalty was not provided.
Accordingly, an Order Imposing Civil Penalty in the amount of $100,000 has been issued today. Under the terms of the Order, the licensee may within 30 days of the date of the Order, pay the civil penalty or request a hearing.
