LICENSE APPLICATION Pursuant to the Atomic Energy Act of 1954 and the Commaission's Rules and Regulatione issued thereunder, Sc'sion Edison Cougany hereby applies for all licenses necessary for the construction and operation by it of a nuclear power station having the chatacteristics more fully described in this application.

Licenses of the following types are requested: Class 104 f acilities license and construction permit, special i-nuclekt material license and by-product li,:ense.

Source material license and operators' licenses are not requested, but will t>e covered by separate applications as and when required.

spplication is arranged by sedions, numbered as shown by the Table of Contents in the Design and Analysis Report.

Any supplements or amend-ments will be submitted in such form as will permit the insertion of new or superseding pages, thus facilitating compilation of the amended application in current form.

No Restricted Data are included in the material now being furnished.

In the event Restricted Data are included in a supplement or amendment to the application, the_' Restricted Data will be appropriately separated from any unclassified information.

The applicant agrees that it will not permit any individual to have access to Rastricted Data until the Civil Service Comunission shall have made an investigation' and report to the Atomic Energy Countit sion on the character, associations and loyalty of such individual, and the Atomic Energy Commission shall have determined that permitting sach person to have access to Restricted Data will not endanger the comanon defense and security.

Descriotion of Business Applicant is an operating public utility engaged in the electric and steam businesses, supplying electricity at retail in the cities of Boston (except the Charlestown district), Somerville,-Nev on,Chelsea, Waltham and Woburn, in the towns of Brookline, Arling-ton, Watertown, Framingham, and in thirty other smaller towns in eastern Massachusetts, covering an1 area of.

approximately 590 square miles within 30 miles of l

Boston.. The population of-the territory' served with electricity at retail according to the United States Census was 1,310,050 in 1960 as compared with 1,444,427 i

in 1950.

It also supplies electricity;in bulk at i

wholesale to other utilities, including the total 1

- electric requirements of the Charlestown District of i

Boston and thirteen other cities and tovns in the j

vicinity of Boston.

In 1966 the applicant' generated about.98 per cent of its gross kilowatt hour output 4

The respected position of the Applicant by the financial community is evidenced by the AAA rating of its bonds by Standard & Poor and by Moody's Bond Rating.

(ii)

Carital Recuirerents:

The capital re-quirements for the proposed nuclear facility are itemized in Exhibit B.

The method to be used for financing the initial fuel inventory has not been finalized; however, the uranium content vdll be leased by the Applicant from the Atomic Energy Commissien until June 30, 1973 (iii)

Construction Procram and Finances:

The Applicant now expects that its over-all con-struction expenditures for th< 1968-1972 period will be about 5313 million.

This figure includes the normal construction and aplacement expenditures of an operating utility as

The 1967 construction expsnditures of the Applicant were 055,009,000.

Nuclear fuel is not include? in these estimates because fuel is nor-mally not capitalized.

The capital costs of the proposed facility will be financed as an integral part of the normal construction program of the Applicant.

Abcut 45%

of the funds required will be provided from in-ternally generated sources (retained earnings, provisions for depreciation and other internal sources) and about 55% vill be obtained through short term borrowings and the sale of securities.

This procedure ds consistent with that followed by the Applicant in the past.

Within the past j

ten years the Applicant had total construction expenditures of v334,005,000.,. of which 36 %

was financed by marketing five issues of first mortgage. bonds and other securities for an aggre-gate principal amount of 3120 million.

The Appli-cant has not had difficulty in marketing _its securities in the past and would not foresee such problems in the future.

(iv)

Insurance:

Applicant has contracted to provide insurance coverage which will satisfy the financial protection requirements' established i

by the Price-Anderson Act and by the Commission's Regulations.

(v)

Reculation: Applicant operates under the. jurisdiction of the Department of Public Utili-ties of Massachusetts, whose regulation includes supervision over rates for electricity, accounting and the issue of bonds, capital stock and certain other securities.

Any security issues by the Appli-cant would necessarily be subject to the jurisdiction of that 1epartment.

Concl etion Dates It is presently contemplated that site preparation work will begin on September 1, 1967; that a construction 4

permit will be requidad on~or before February 1, 1966;-

that construction-of the nuclear facilities will be com-pleted and the reactor ready for nuclear-fuel load'ng-on or before March 1, 1971; and that commercial operation will cotmence on or before deptember 30, 1971.

Physical construction of the facility uill be completed not earlier than April 1,1971 and not later than December 31, 1972.
