Jersey Central - oyster Creek Docket No. 50-219 A teeting was held on December 22, 1966, with representatives of the Jersey Central Power & Light Co. (J.C.), General Electric (GE), and staff. The purpose of the meeting was to discuss re-evaluation of emergency core cooling capability in accordance with our request per letter to J.C. dated October 20, 1966.

The following attended the teetins;:

J.C.

CE AEC G. Ritter J. Graham P. A. >! orris D. Reese R. Huggins R. S. Boyd F. Trowbridge (atty.)

L. Kornblith J. Love (P&L)

J. Hard P. Cheek B. Crines R. Tedesco J.C. indicated concern over the intent of the letter since the plant is well along in final construction.

It reported that major changes at this time would be both extremely time consuming and costly.

It has, howeve r, made certain changes to the core spray syscem by adding additional active con:potents and providing auto-depressurization capability, but has not proposed to add a HPCI system (saro as Niagara-Nohawk).

Requirerents for the HPCI system would result in delay at a high economic penalty. This apparently forms the basis for real concern.

Outlining the problem, J.C. wanted to know whether the staf f could pro-vide sore guidance cor.cerning acceptability of the system.

It suggested submitting either formal or drafts of its analysis to the staff and perhaps the ACRS.

Ilowever, the staf f could not make a corenittent as to what early action may be taken on this matter, especially since the FSAR is due around January 20, 1967.

At the end of the meeting, ?!r. P.itter 4

indicated that drafts would be given to the staff with the hope that sorn early review would be of help.

Dr. Morris indicated that the staff uould make every e ffort to assist J.C. in this matter.
