Division tor Licensing stager MALIBU CON NMENT DESIGN Sc.2lY On September 17, the adequacy of the proposed Malibu containment design criteria was discussed with Dr. Newmark and Mr. Williamson by me and other members of the Reactor Licensing staff. At that time Mr. Williamson expressed a concern regarding the ability of the containment to withstand the simultaneous occurrence of a 40 lb internal pressure and the accelerations associated with a 0.3g e arthquake. His concem related to the ability of thi concrete, which would be cracked due to the stresses resulRng from the internal pressure, to adaquately aseist the reinforcing bars in withstanding the effects of earthquake accelerations.
Dr. Newmark indicated that he felt that the question should at least be discussed with the applicant, but he did not appear to be overly concerned with the problem.
I related to Newmark and Williamson rey recent telephone dis-cussions with Mr. Koffmann of the City of Les Angeles, who indicated that an amendment providing usvers to the questicos raised in our letter of F.ecptenber 2 vould be completed and mailed on Friday, September 18 and received lu Washington on

In view of Williisson's concern and the I
need to completely understand what I thought would be described I
in the expected amendment, I decided that it would be desirable to schedule a meeting with the City of Los Angeles and its ccatractors during the latter part of the vcek of September 21 in order to discuss the contents of the expected amendment and to discuss Williamsco's problem. In line with this decisico, before he left W1.L11amon provided me with a written statement concerning the backgmund of his concern and sonw spacific questions regarding the proposed design of the Malibu contain-ment relating to his concern. I told Williamson that I would orally relay the questions to Koffmann on Friday, September 18 in order that he vould be prepared to discuss the ansvers at the expected meeting during the latter part of the week of the 21st. Williamson was expected tc, attend this meeting.
On Friday, September 18. I telephoned Koffmann for the purpose of reading Williamson's ste,tement-and questions to him and to set up the meeting. Before I could state the reason for my call, Koffmann informed me that he had just returned from 9210120322 920520 PDR DRG NRCHIST PDR

Webster on the ansvers to our questims. He stated that the only possible way he knew of to assure that the questions vould be satisfactoril,. answered would be to arrange a meeting between the staff and 3 tone & Webster md the City of Los Angeles for the purpose of discussing the questions and ansvers before the amend-ment was submitted. He stated that he believed that it would be poesible for him to reach agreement with Stone & Webster on the ansvers to our questions after such a meeting. I indicated tnat I was not at all convinced that having the meet-ing would fulfill the purpose that Koffmann intended, but since he had indicated that this was the only possible vsy that he knew of to resolve the matter, I vonld agree to the proposed meeting. He stated that the earliest time that the meeting could be arranged vould be after September 28; I indicated that it ought to be held as soca thereafter as practicable and sug-h gested the 29th. He stated that he vould find out whether his people could be available on that date and call me on the 21st to confirm the meeting date.
After that discussion I informed Mr. Koffmann of Williams 6n's concern and read him Williamson's statement and questions.
Koffmann called me on September 21 after vorking hours and was unable to reach me.
He called ageln en Wednesasy, September 23 and stated that it was now impossible to have ansvers to our questions within the near future, and that because of this ACBS consideratico of the adequacy of the Malibu containment design criteria should be postponed until the next scheduled meeting of the Committee. He asked me when I thought that meeting might be held.
I told him that I thought it would be scheduled for early to mid-November. He asked me how much in advance to that meeting his ansvers had to be submitted, and I stated that 30 deys vould be desirable but that 15 days would be acceptable.
I stated that although I did not know anything I could do to help him resolve Ms problems with Stone & Webster, I vondntd if he bed any suggestions as to what I might do to speed consideration of the matter. He stated he had no suggestions.
On the basis of this telephone call I talked to Mr. Fralt y of the ACBS staff and, after explaining the circumstances, sug-gested that the Malibu project be cancelled frcm the agenda of the October ACRS meeting.
