SUBJECT:

SAFETY EVALUATION REGARDING THE PROCEDURES GENERATION PACKAGE FOR CALVERT CLIFFS NUCLEAR PLANT UNITS 1 AND 2 The staff has reviewed the licensee's submittals, dated March 14, 1984, October 23, 1985 and July 25, 1988 transmitting the ifcensee's Procedures Generation Package (PGP).

The staff finds the program described in these submittals needs improvement in some respects to ensure the ability of the licensee to develop and main-tain high quality E0Ps. The staff's findings are discussed in detail in the enclosed Safety Evaluation (SE). The staff requests that the licensee revise, as appropriate, its PGP to reflect concerns identified in the SE. No further submittals are required. This SE closes out TAC Nos. 44289 and 44290, and the staff's review of this issue.
