SUBJECT:
BRIEFING OF A COMMITTEE OF THE MARYLAND STATE SENATE In response to a request made in an August 10, 1989 letter to you, the NRC staff briefed the Maryland Senate Economic and Environmental Affairs Committee on the status of the Calvert Cliffs facility.

myself, Bob Capra and Scott McNeil.
The NRC staff was one of four presenter groups at the Committee meeting.
The other groups were Baltimore Gas and Electric (BG&E),
represented by George Creel, Vice President - Nuclear Energy, the Nuclear Information Resource Service, represented by Mr. Michael Mariotte, and representatives of the State administration.
- Overall, the-meeting was conducted in a professional, business-like manner.
Mr. Creel briefed the Committee on the technical aspects of the pressurizer heater sleeve repairs. The Committee, during the question and answer period, expressed interest in the nature of the procedural adherence concerns that were identified at the facility, the adequacy of emergency planning for the Taylor's Island area and in those measures BG&E was planning to implement to avoid a recurrence of a slip in performance.
The NRC staff presented prepared remarks; a copy of these remarks was provided to the Committee staff and is attached to this memo. Questions and discussions included issues such as: the timeliness of NRC activities (i.e., do we address safety issues in real-time or do we wait until we issue reports); inspection practices (i.e., do we perform paper reviews or performance reviews); the ade-quacy of our civil penalty authority (i.e., are - the amounts sufficient); and those measures taken to assure the objectivity of our resident inspectors.
Each of these issues was addressed, apparently to the satisfaction of the Committee members.
At the end of the staff's presentation, we were requested to provide the Committee with copies of those reports that will be hsued that discuss the results of the last Calvert Cliffs emergency exercise.
I agreed to provide those reports to the Committee chairman when they are available.
By copy of this. memo, I am requesting Marie Miller to coordinate with Mal Knapp to fulfill this commitment.
