SUBJECT:
STATE OF MARYLAND STATUS UPDATES ON CALVERT CLIFFS Mr. Thomas Magette, of the Maryland Department of Natural Resources, has commenced issuing routine, but non-periodic, updates on the status of Calvert Cliffs Nuclear Power Plant, Units 1 and 2.
These updates are provided to keep the legislative and executive branches of the State Government current on i
Calvert Cliffs.
In addition, these updates are provided to interested members of the U.S. Congress, the press and the Baltimore Gas and Electric Company.
Mr. Magette has provided the first two updates, dated June 20 and September 1, i
1989, and has agreed to provide these updates to the NRC to keep us aware of the information that is being provided by the State to Congress.

Governor Secrrtary CALVERT CLIFFS NUCLEAR POWER PLANT UPDATE June 20, 1989 This update is the first in a series to report on events related to activities at the Calvert Cliffs Nuclear Power Plant.
Updates are distributed periodically as events dictate.

On April 7, 1989, BG&E forwarded to the NRC its Performance Improvement Plan.
BG&E prepared the plan in response to the NRC's decision to place Calvert Cliffs on the watch list in December 1988.
l On May 4,1989, the NRC forwarded to BG&E an inspection report describing the routine resident inspection findings for the period February 21 - April 3,
1989.
The inspection report cited four apparent violations of NRC requirements.
The report also stated that the NRC continued to identify problems with adherence to procedures and that BG&E corrective actions in response to such problems apparently had been ineffective.
On May 5, 1989, BG&E closed Unit 1, which was shut down to investigate the potential for pressurizer heater leaks.
This concern was raised when leaks were identified on the Unit 2 pressurizer heater penetrations.
The unit remains shut down and the investigation is ongoing.
On May 18, 1989, the NRC forwarded to BG&E an inspection report describing the results of a special inspection conducted April 17-27,1989. The inspection report cited apparent violations of NRC requirements and scheduled an enforcement conference with BG&E.
On May 23, 1989, the NRC forwarded to BG&E an inspection report describing a special team inspection conducted from February 27 through March 31, 1989.
The team identified several deficiencies, including:

d licensee maintenance procedures that did not contain sufficiently detailed instructions to l
ensure maintenance activities were performed I
correctly or documented adequately, the near absence of written instructions for quality 1
control activities, and numerous instances of untimely and incomplete corrective actions for identified problems.
The team concluded that management's operating style, which placed primary emphasis on power production, was c major contributor to the increased number of
~
operational events at the facility.
On May 25, 1989, the NRC issued to BGEE a Confirmatory Action Letter.
In this letter the NRC lists certain actions which must be accomplished at Calvert Cliffs during the current shutdown. The letter further states that "... it is understood that the agreement of the Regional Administrator, Region I, will be obtained prior to restart of the first unit."
On June 1,1989, NRC senior managers briefed the Commissioners on the results of their semi-annual review of the performance,of operating nuclear power plants.
As a result of this review, a
Calvert Cliffs remained on the watch list in Category 2.
On June 8,
1989, the NRC forwarded to BG&E an inspection report describing the results of an inspection of the Radiation Safety Program at Calvert Cliffs.
The inspection report cited one apparent violation of NRC requirements.
On June 9,
1989, the NRC forwarded to BG&E an inspection report describing the results of an inspection of activities related to BG&E's Inservice Inspection Program.
The inspection report cited an apparent violation of NRC requirements.
From June 9-13, 1989, the NRC conducted a follow-up inspection to review potential enforcement actions originally identified in the special team inspection described above.

Calvert Cliffs is currently listed on the Nuclear Regulatory Commission's watch list in Category 2,

Both units are currently shut down, and under the restrictions of a May 15, 1989 Confirmatory Action Letter, must seek NRC permission to restart.
On July 12, 1989, the NRC fined BG&E S75,000 for violations identified in a April 1989 inspection (see June 20. 1989 Calvort Cliffs Update).
The first violation involved two failures to maintain containment refueling integrity.
The second violation involved six temporary plant modifications implemented without the proper safety revicws.
On July 14, 1989, the NRC forwarded to BG&E an inspectica report describing the results of the Nay 22 -26 and June 9-16, 1989 inspection conducted to evaluate unsolved items from the Special Team Inspection.
Of the 5 unresolved items inspected, 4 were substantiated as potential violations.
While the NRC did not find any of the 4 violations significant when considered individually, they concluded that a
... common thread of failure to maintain and /or implement effective administrative controls and quality assurance programs exists."
An enforcement conference was scheduled to addres,s the potential violations.
On July 21, 1989, the NRC forwarded to BG&E an inspection report describing the routine resident inspection finding for the period April 4 - May 15, 1989.
The inspection report cited an apparent violation of NRC requirements involving changes to procedures made without proper safety reviews.
On July 31, 1989, BG&E filed with the NRC the 1replementation Program for its Performance Improvement Plan.
On August 4,
1989, BG&E described the development of its Performance Improvement Plan (PIP) for the NRC's PIP panel.
