CALVERT CLIFFS CONFIGURATION CONTROL

The report of the Special Team Inspection (STI) at Calvert Cliffs (50-317/89-200

and50-318/89-200) included 14 unresolved items designated by the inspection

team. This memorandum applies specifically to Unresolved Item No. 14, which

involves potential facility configuration control problems caused by poorly

controlled maintenance activities.

Based on discussions I and my staff have had with you and your staff and with

Region I, I want to reiterate that the STI team still has some concerns

regarding the issue of configuration control at Calvert Cliffs. We do not

feel that this issue is of immediate concern (i.e., it does not need to be

a restart issue); but we do consider that further inspection effort is required

.

in this area to verify that the actual plant configuration is functionally

the same as the documented configuration. That verification could be done by

an NRC team, or the licensee could perform the verifications as part of their

overall self-improvement plan initiatives.

In either case, walkdowns of selec-

ted systems should be done to compare the as-built systems to the design and

installation drawings, and selected drawings should, in turn, be checked against

If Region I decides to perform the primary verifications, Special Inspection

Branch RSIB (SIB) will provide assistance, either with branch personnel or with con-

tract personnel.

If the licensee performs the primary verifications, the

NRC should be informed of the systems selected and the schedule for the veri-

fications, and should assess the adequacy of the licensee's verifications.
