Complete The Reactor Systems Branch has prepared the enclosed evaluation of the request by Baltimore Gas & Electric Company to reload and operate Calvert Cliffs Unit 2 for Cycle 9.
The evaluation also covers the proposed Technical Specification modifications.
During an analysis of refueling operations, BG&E discovered the potential existed for placing several fresh highly reactive fuel assemblies together ard losing some of the required 5 percent shutdown margin, or in the extreme, having an inadvertent criticality. Since this condition meets the criteria of a defect in a basic component as defined in 10 CFR 21, a notification was sent to the NRC on March 15, 1989. Modifications were subsequently made to the refueling procedures which control the location of highly reactive fuel during refueling operations. The staff has reviewed these issues relative to refueling operations and has discussed the modifications made to the refueling procedures with the licensee. We have concluded that this issue has been resolved satisfactorily by BG8E for Calvert Cliffs and it is incorporated into 3,
our enclosed Safety Evaluation Report.
