ESTABLISHMENT OF CALVERT CLIFFS ASSESSMENT PANEL TO COORDINATE REVIEW OF THE CALVERT CLIFFS PERFORMANCE t
IMPROVEMENTPLAN(TACNOS.72931AND72932)
On April 7,1989, the Baltimore Gas and Electric Company (BG&E) submitted a Performance Iraprovement Plan (PIP) in response to NRC's actions resulting from the December 1988 Senior Management Meeting during which Calvert Cliffs was categorized as a plant that required closer monitoring. Facilitation of an expeditious yet comprenensive review of this PIP, particularly as weighed against current plant performance, can best be accomplished, I believe, through the use of an assessment panel approach. This panel would be comprised of HRC Region I (RI) and Headquarters (HQ) staff members with wide ranges of expertise to review the licensee's actions associated with the problems currently existing at Calvert Cliffs.
This would permit better coordination of inspection and licensing activities. The effective and successful use of this approach has been demonstrated during the NRC reviews of the Nine Mile Point 1. Peach Bottom 2/3 and Pilgrim Restart Plans.
In order to implement this concept in consideration of the present high level of staff activities in Region I, I have. designated Bruce Boger, Assistant Director for Region I Reactors, NRR, as the Chairman of the Calvert Cliffs Assessment Panel (CCAP) and as the NRC point of contact for all public matters directly related to the PIP.
To properly staff the CCAP, beyond the NRR Projects personnel being provided, it is requested that you designate RI resources to bring a balanced approach to this panel.
In addition to the need for RI DRP resources, including a

senior manager to act as Vice-Chairman, an engineering expert from DRS and a representative of DRSS are considered vital to the proper functioning of the CCAP. The proposed CCAP membership is as fellows:
