STATUS OF IEB 85-03 REVIEW FOR REGION I PLANTS Section 05.01 of NRC Inspection Manual Temporary Instruction 2515/73,"Inspec-tion Requirements for IE Bulletin 85-03, ' Motor-0perated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings,'" requires that a semiannual status report be issued on the review activities associated with IEB 85-03. These status reports consist of four pairs of reports. Each
, pair consists of a status summary of the latest infomation and a separate listing of all related documents. A definition of the tems used in the status reports is contained in enclosure 1.
The four pairs of reports deal with the licensee. ' initial, or program definition, response (enclosure 2 and 3);
inspection reports (enclosures 4 and 5); the licensees' final, or summary, response (enclosures 6 and 7); and the licensee's response to the supplement (enclosures 8 and 9).
Of particular concern are:

Review of the Boiling Water Reactor Owners' Group (BWROG) report (General 2.
Electric Report NEDC-31322, "BWR Owners' Group Report on the Operational Design Basis of Selected Safety-Related Motor-Operated Valves") indicated that there were points which needed additional clarification. These were identified in Edward L. Jordan's letter of January 30, 1987. A copy of this letter was forwarded to you when it was issued. The owners' group's response of August 5, 1987, as well as numerous telephone conversations with the owners' group failed to resolve the major issue of which valves are to be addressed in the bulletin responses. The BWROG then submitted Supplement 1 to MEDC-31322. The program for identifying the valves to be addressed and the method for calculating the maximum differential pressure of these valves which was outlined in the BWROG report NEDC-31322, as amended by its supplement, was accepted by NRC on August 8, 1988. A copy of this acceptance letter, along with the two reports, was sent to you at l'

My memorandum of November 19, 1987, to Charles E. Morelius forwarded a feeder report which accepted the licensee's selection of the applicable safety-related valves, the valves' maximum differential pressures and the licensee's program to assure valve operability.
