Complete The Reactor Systems Branch of DEST has reviewed the request by Baltimore Gas and Electric Company to increase the enrichment limit of fuel which may be stored in the new and spent fuel storage racks of Calvert Cliffs Units I and 2

from 4.1 weight percent U-235 to 5.0 weight percent U-235 and finds it acceptable from a criticality standpoint.
It should be mentioned that although the staff has approved the criticality aspects of storage of fuel enriched to as much as 5.0 weight percent U-235, this enrichment may be in conflict with Table S4 of 10 CFR 51 and the data usert by the licensee in assessing the environmental effects of transportation of uranium fuel and waste. Therefore, this aspect of the enrichment increase should be investigated further by the appropriate NRC staff.
This completes the staff's effort on TAC Nos. 68416 and 68417. A SALP input is also enclosed.
