THE EMEB SALP INPUT FOR CALVERT-CLIFFS UNITS 1 AND 2 IST PROGRAM REVIEW (TAC NO. 71026)
As requested in a memorandum dated November 2,1988, the SALP input for the Calvert Cliffs Units 1 and 2 IST program review is enclosed.
This SALP input follows the guidelines of Office Letter 907 and is based on a meeting with the licensee on February 18 and 19, 1988 and on reviews of the licensee's submittals dated February 26,1987, March 30,1988, July 5,1988, and October 18, 1988.

FACILITY NAME: Calvert Cliffs I and 2
SUMMARY
OF REVIEW / INSPECTION ACTIVITIES This SALP input is for the Calvert Cliffs 1 and 2 inservice testing (IST) l program for pumps and valves. This input is based on a meeting with the licensee on February 18 and 19,1988 and on the review of licensee's submittals dated February 26,1987, March 30,1988, July 5,1988, and i
October 18, 1988. The IST program review assures that (1) the program is based on applicable ASME Boiler and Pressure Vessel Code section and addenda, (2)theprogramcoverstestingofallappropriatepumpsandvalves,and(3) the requests for relief meet the requirements 10 CFR 50.55a. The review was conducted by the Mechanical Engineering Branch with assistance form its con-l tractor, EG&G, Idaho. With the exception of licensee's continuing refusal to incorporate components in the emergency diesel generator air start system and I
the emergency diesel generator fuel oil transfer system into the IST program, the licensee has generally been good in its approach to the resolution of IST program issues from a safety standpoint and has generally been responsive to NRC initiatives.
l NARRATIVE DISCUSSION OF LICENSEE PERFORMANCE ENGINEERING / TECHNICAL SUPPORT l
There were many open items following our review of licensee's IST program. This is not unusual with IST reviews. Although there were misunderstandings concerning l

2-3 the due date and the format of licensee's resubmittals, the licensee was generally responsive to NRC's questions.
For the most part, the open items were addressed in an adequate manner. The licensee has, however, steadfastly refused to adopt our position that safety-related pumps and valves in the emergency diesel gener-ator air start system and the emergency diesel generator fuel transfer system must be included in the IST program.
SAFETY ASSESSMENT /0VALITY VERIFICATION The requests for relief from the requirements of Section XI of the ASME Boiler and Pressure Vessel Code have generally met the applicable Regulations. Additional information had to be provided by the licensee in some cases to add, delete, or justify relief requests after questions were raised by the staff.
In general, understanding of the issues was apparent and resolutions were timely.
