SUBJECT:

ROTATIONAL ASSIGNMENT AS RESIDENT INSPECTOR l

AT CALVERT CLIFFS 1/2 As you are aware, I recently completed a rotational assignment as a Resident Inspector at Calvert Cliffs 1/2.

The assignment which took place July 25 -

September 21, was both educational and enjoyable. My assignment consisted of perfonning routine Resident inspector duties along with the two nonnally assigned Resident Inspectors, Dave Trimble and Vince Pritchett. A detailed listing of the tasks I completed are included in Attachment 1.

My purpose for choosing a Resident Inspector assignment was two fold:

1) to gain more direct operational experience, and 2) to become more familiar with 3

Regional Operations. The assignment exceeded my expectations in both areas.

My previous operational knowledge had been primarily achieved through second hand and short term on-site experience. The opportunity to gain extended first hand knowledge was exceptional.

I had previously made many short visits to sites and had participated in inspection teams. However, in those instances a specific purpose or area of review was very well defined and was usually in an area I was fairly familiar with. The two month assignment allowed me to venture into areas I had not previously reviewed.

For example. I inspected the area of Health Physics, an area I previously had little to experience in.

1 I am certain that the opportunity to be at the plant for two months has significt.itly increased my knowledge and understanding of plant operations.

I t

My understanding of Regional operations was also greatly increased by this assignment.

I gained a greater understanding of Regional and Resident Office i

interaction.

I became familiar with the inspection plan and the way routine and special inspections are scheduled and carried through.

I gained a greater respect for the demands on the Resident's time and a better understanding of how difficult it can be and how important it is for the Residents to get accurate and consistent infonnation following an event.

In addition, I gained a greater appreciation of how vital the position of Resident Inspector is in the overall completion of the Commission's mission.
