Technical Specification 3/4.7.5, Snubbers Gentlemen:

Nine Mile Point Unit 2 (NMP2) Technical Specification (TS) Surveillance Requirement 4.7.5.e, Functional Tests, requires that each type of snubber be tested every 18 months using one of the sample plans described in the TSs. The sample plan is required to be selected before the test period and carmot be changed during the test period. Also, TS 4.7.5.e requires that the NRC Regional Administrator be notified in writing of the sample plan selected before the test period or that the sample plan used in the previous test period be implemented. The purpose of this letter is to inform you of the sample plan selected for use during NMP2's refueling outage RFO5 scheduled to begin in September 1996.

Currently, all snubbers installed at NMP2 that are governed by TS 4.7.5.e are mechanical snubbers manufactured by Pacific Scientific (PSA). For RFO4, these snubbers were grouped into three types while developing the snubber functional test plan. The three types were identified as PSA type 1/2 and 1/4; PSA type 1,3, and 10; and PSA type 35 and 100 snubbers. These groups were based on differences in their internal configurations. The "10%" plan, as described in TS 4.7.5.e.1, was selected for the PSA type 1/2 and 1/4 snubbers. The "37" plan, as described in TS 4.7.5.e.2, was selected for the remaining two types.

As discussed above, three snubber types were selected in developing the RFO4 snubber test ,

plan. However, based on a re-evaluation of the design differences between the three types, and recent industry interactions through the Snubber Utility Group (SNUG) and the ASME working group on snubbers (ISTD), Niagara Mohawk has decided to reclassify all the PSA hO mechanical snubbers currently used at the site as one type.
