SUBJECT:

SUMARY OF MEETJ W HELD WITH BALTIMORE GAS & ELECTRIC COMPANY CONCERNIWG CURRENT AND FUTURE LICENSING ACTIONS.

The meeting was held on January 7,1987, from 9:30 a.m. to 4:00 p.m. at the Phillips Building in Bethesda, Maryland. The attendees are listed in Enclosure 1.

Background

In an effort to further enhance communications and to mitigate any diffi-culties in their working relationship with NRR,-BG&E has requested that meetings be held on a monthly or quarterly basis to discuss current and future licensing actions and any concerns that may exist at that time.

Meeting Summary This meeting was conducted for the primary purpose of providing NRR with a brief overview of the current and near future status of the following licensing actions:

Safety Parameter Display System (SPDS)

Anticipated Transient Without Scram (ATWS)

UFSAR Revisions Regulatory Guide' (R.G. ) 1.97 Station Blackout (USI A-44)

Seismic Qualification (USI A-46) 24-month Operating Cycle.

In addition, the status of schedular commitments and any other items of NRR or BG&E concern were to be discussed.

The following significant points were made during this discussion:

SPOS was on fichedule, but the critical path item was the determination if the computer had adequate capacity to fulfill its function. The licensee expects to resolve this issue in early February 1987.

The licensee will be submitting a letter requesting an extension to th required implementation dates for ATWS modifications on Unit 2.

In addition, BG&E has requested a meeting on-site with the technical reviewer concerning the currently outstanding ATWS RAI. The NRC agreed that this would be a good idea.

BG&E is unconvinced that a portable diesel generator will solve the problems presented by a station blackout scenario. A load study is currently underway to detrmine if it will meet the unit's needs. In addition, the probability and effects of station blackout related RCP seal failure have yet to be determined. BG&E recommended that a meeting be held with the NRC in the future to discuss BG&E's station blackout plans. The NRC agreed with this proposal.

BG&E stated that their commitment to submit the DCRDR supplemental reqport was a low priority and would need an extension of 1 year to June 1988.

Changes to 26 TS requirements applicable to both Units 1 and 2 are still to be submitted in excess of those already received to support the 24-month cperating cycle. These changes dealt with TS in the following areas:

Instrumentation Calibrations AFAS Containment Leakage Rate Tests Fire Protection Diesel Generators Reactivity Monitoring and Control.

BG&E stated in response to NRC concerns that they would attempt to ensure that they met oral commitments in a timely fashion and that submittals to the NRC would be mailed on the day or soon after they were signed.
