DOCKETS 50-266 AND 50-301 J SUBMITTAL OF OUALITY ASSURANCE PROGRAM DESCRIPTION CHANGES FOR FINAL SAFETY ANALYSIS REPORT SECTION 1.8 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In accordance with the requirements of 10 CFR 50.54 (a) (3), we are submitting proposed revisions to Section 1.8 of the Final Safety Analysis Report (FSAR) for Point Beach Nuclear Plant (PBNP). Section 1.8 of the FSAR describes the current Nuclear Quality Assurance Program implemented for PBNP. This section was last submitted to the NRC on April 7, 1995, and subsequently accepted in NRC letter dated May 15, 1995.

These changes are submitted in accordance with the guidelines of NRC Administrative Letter 95-06, " Relocation of Technical Specification Admiiustrative Controls Related to Quality Assurance". As discussed therein, moving " administrative controls" from the Technical Specifications to the QA Program (FSAR Section 1.8) is acceptable due to the suitable control processes implemented through the QA Program.

Wisconsin Electric relocated audit frequencies from the Technical Specifications to the QA Program as approved by license amendment dated July 5, 1995. In addition to these changes, implementation of a performance-based audit schedule is supported by the Administrative Letter. Implementation of a performance-based audit schedule 4 provides a safety benefit for Point Beach Nuclear Plant through a more effective use of resources by improving the focus on matters i that-have safety significance while reducing unnecessary burdens on  !

staff.

A summary of the proposed revisions to the program descripcion and the revised FSAR pages are attached. As described in the attachment, several changes may be viewed as a reduction in quality assurance  ;

program commitments as previously approved by the NRC. However, we '
