Justification for-Continued operation

{ (PCR No. 87-0-4441) i Bechtel Files A=78, E=91 l . AP-13525 l , In a telephone call on September- 17, 1987, APCo j (Mr. D. R. Jones) requested Bechtel to provide ~ justification l V for continued operation for. Electric Hydrogen Recombiners that use a splice connection between the heater letds and l the-field cable. The requested justification for continued operation (JCO) is attached. Cur evaluation is based in j . part on a typical splice configuration (Appendix Atto the

1. INTRO 00CTICH -

The Hydrogen Recombiner is supplied with a power junction box located on the outside of the Recombiner enclosure (see Westinghouse drawing 7139D19) . The power junction-box contains 5 sets (A, 3 heater leads from the five heater banks., CEach & N)heater of lead connector. is provided with a Nylug YAvtC-L3 ring tongue code and neutral) 30s) okonite cables. Field Each cable single consists conductor (phaseof 4-1/C 61/0 conductors from the heater banks.is connected to the corresponding  : f bank lea ~d toiminations have be6n made using a bolte

_) lug tapeconnection materials. which is insulated by Okonite T95/T35 It is assumed that the existing thickness and splice overlaps are as shown on the sketch included as Appendix A.-

EVALUATION During are de-energized. normal plant operation the Hydrogen Recombiners after LOCA initiationi if required, based on theThe Recombiner are applicable amargency operating procedure.

the Rec,ombiners are tested (every 6 months) and In addition, inspected paragraph 4.8.4.2. (every it months) per technical specification

(-I operating tem erature, 200 Mrad's radiation exposure and a DBE wit a peak of 34SF and 114 psig.

.. The Farley total integrated dose of 50=MRads for inside containment is far less than 200 Mrad's test level and-Okenite's test tamparature and pressure provide '

adequate margins over FNp design i sis LOCA conditions.

The power junction box provides ditional protection from the direct chemical spray on. the splices, and insulates the field cable and terminations from the internal.M operation.ydrogen Recombiner temperature rise during The thickness of the T95 insulating tape installed per

'the attached Appendix A detail provides adequate phase to phase and phase to gro'und electrical insulating properties for 600 Volta servica..

Performance of-the technical specification surveillance requiraments shows that the integrity of electrical circuits is maintained when the Recombiner heaters are energized. .

CONCLU$lgM -

sm ,/ The splice configuration shown in Appendfr A coupled with the qualification' testa performed by Chenite provides reasonable assurance that this splies-detail will perform its intended function in the. relevant

. environments. Therefore, -continued operation of Farley Nuclear Plant. Units 1 and 2 is-justified.
