Dear Sir:

Southern Nuclear Operating Company (Southem Nuclesr) has reviewed the proposed petition to amend the emergency planning standard in 10 CFR 50.47, published in the Federal Register on November 7"',

1995. In accordance with request for comments, Southern Nuclear is in total agreement with the flEl comments which are to be pro /ided to the NRC.

The proposed petition recommends that the planning standard for protective actions for the general public include the stockpile or predistribution of potassium iodide (KI) for prophylactic use. Southern Nuclear strongly urges the NRC to deny this petition and retain the current Federal Policy on Distribution Of Potassium Iodide for Use as a Thyroidal Blocking Agent. Southern Nuclear believes that the stockpiling or predistribution of potassium iodide will not add any significant public health and safety benefit to the adequate level of protection provided by existing emergency planning at and around nuclear power plants.
