Southern Nuclear Operating Company (Southern Nuclear) has reviewed the request for comment " Review of NRC Inspection Report Content, Format, and Style," published in the Federal Register on May 30,1995. Southern Nuclear has comments relative to the following three specific issues:

Category A(I a): Inspection Report Content, Focus on Safety it is very important that the report writers be required to articulate the safety significance ofeach finding. In an elTort to streamline government and minimize the NRC statY required to regulate the industry, it is appropriate for inspection reports to only focus on safety-significant issues and to document the exceptions to acceptable performance.

Category A(2.dk inspection Report Content: Suppgiag_D_etails Southern Nuclear feels that there is no benefit for the report writers to include, as enclosures to the report, all referenced material used to support the findings. The material used should only be referenced in the report.

Nuclear Regulatory Commission Page Two CMggory B(1 ch Inspection Report Format: Consistency Southern Nuclear feels that the use of boilerplate phrases are seldom appropriate and that less boilerplate wording should be used. It is more beneficial for the reader to understand the more specific and individual issues.

Southern Nuclear applauds the NRC for undertaking this endeavor to make the inspection report a more efTective tool for communicating with the licensees and the public, and appreciates the opportunity to comment on this undertaking.
