BROWNS FERRY NUCLEAR PLANT (BFN) - UNIT 3 - RECERTIFICATION i REGARDING THE ENVIRONMENTAL QUALIFICATION (EQ) PROGRAN l In accordance with the requirements of Generic Letter 84-24 dated December 27, 1984, TVA submitted by letter dattd February 25, 1985 (Reference 1), a certification of ,

compliance with 10 CFR 50.49 for BFN. TVA conducted a management review of the EQ progran in July and August 1985.

This review indicated that much of the qualification documentation was not fully auditable, and in some cases, the documentation available did not fully demonstrate qualification.

TVA's revised program for the EQ of electrical equipment was discussed in Section III.1.0 of the EFN Nuclear Performance Plan. This program included procedural upgrades, equipment identification, plant modifications and documentation of equipment qualification.

For Unit 2, this program was evaluated as documented in NRC's October 21, 1988 safety evaluation (Reference 2) and Section 3.2 of NUREG-1232, Volume 3 (including supplements 1 and 2) (References 3 - 5) . Implementation was reviewed as documented in NRC Inspection Reports 88-11, 90-22 and 91-14 (References 6 - 8).

November 14, 1995 For Unit 3, implementation was reviewed as documented in NRC Inspection Reports 94-06, 94-27, 94-35 and 95-31 (References 9 - 12). Open items involving environmental qualif'ication issues arising from these inspections and the BFN Nw: lear Performance Plan commitments have been resolved.

Therefore, TVA certifies, that to the best of its knowledge, i it has completed the list of electrical equipment covered by 10 CFR 50.49 and has environmentally qualified this equipment ,
