Dear Mr. O'Reilly:

This letter is .n response to your letter of October 24, 1973, con-cerning the inspection to verify the survey report submitted by Mr. R. F. Swift for the Saxton Reactor Facility.

In your letter you requested (1) that we provide the reasons for our failure to adequately determine existing radiation IcVels prior to requesting a confirmatory survey and (2) that we provide a description of our corrective action to assuie that the next survey submittal will be representative of ex-isting contamination and radiation IcVels.

In answer to (1) above, it is our understanding that the removable contaminut. ion levels found were within the limits recorded in our survey report.

As for the direct radiation levels fot'nd being significantly higher than those recorded in the survey report 'I can or.ly conclude that personnel did not do a thorough survey of the areas. In addition, the p;rtable survey meters used for the survey work were of a different type than those used by the inspector for the confirmatory survey.

In answer to (2) above, we have purchased portable survey meters iden-ttcal to those used by the inspector and have had the manufacturer calibrate the meters using a Co-60 source to ensure their accuracy. The people who will do the next survey will be Mr. R. T. Swif t and Mr. K. E. Beale, both of whom are well qualified to conduct such surveys.
