i SAXTON NUCLEAR EXPERIMENTAL CORPORATION Application for Reactor Construction Permit and Operating License Docket No. 50-lh6 Q gV Amendment No. 10 Of %

1. Applicant submits with this Amendment the following enclosurces (a) " Safeguards Report for Phase 1 of Saxten Nuclear Experimental Corporation's Five-Year Research and Davelopment Program" dated December 22, 1961. It is requested that Saxton be authorized by amendment to its existing provisional operating license or other apuropriate authorization to conduct the Phase 1 experimental program described and analyzed in this report.

(b) " Proposed Changes in Technical Specifications Applicable to Conduct of Phase 1 of the Saxton Five-Year Research and Development Program." It is requested that the technical specifications contained in Saxton's current provisional operating license be so amended as to make these changcc applicable during the conduct of the Phase 1 experimental program.

2. Applicant furtner requests that the existing technical specifica-tions applicable to normal power operation be amended so as to express the minimwm burncut safety factor in terms of the DNb correlation currently in use by the Westinghouse Atomic Power Department (hereinafter referred tc as the WAPD Correlation) rather than the Medified Bettis Correlation used as a point of reference in Saxton's Final Safeguards Repcrt and in the current technical specifications. Since preparation of the Saxton Final Safegusrds Repcrt,_ the Westinghcuse Atcmic Power Department has re-evaluated the test data en which the Modified Bettis Correlation was based and has decided to use a revised and even more conservative correlation for reacter design and analysis.

The revised correlation, shown in Figure h cf the enclcsed safeguardi repert, has been used in the analysis of the Phase 1 experimental prcgram. The revised ccrrelation has also been applied in reanalyzing certain of the possible accidente associated with noimal power operation of the Saxton reactor which were described and analyzed in the Final Safeguards Report. The results of this reanalysis, which also takes into account the fact that shorter scram times have been realized in the design of the Saxton reactor than those assumed in the PLnal Safeguards Report, are described in the enclosed safe-guards repert. They continue to suppol, the conclusion that the Saxton reactor can be safely and reliably operated.

Under the new WAPD Correlation, the burnout safety factor for power operation with rod control is 2.2 under steady-state conditions at 20 MWt, compared with a factor of 2.h using the Modified Bettis Correlation.

However, recalculation of the minimum transient burnout safety factor in connection with the reanalysis of accidents indicates that the minimum factor of 1.85 contained in the present technical specifications is still valid.

Accordingly, it is requested that the minimum burnout safety factor contained in paragraph 6(k) of the existing technical specifications be revised to read as follows:
