- 1. Description of Change An outside air inlet having dampers that can be remotely controlled from the main control room is being installed in the ventilating system line ahead of the stack monitor detectors. This inlet is actually located in a vertical run of duct connecting the waste treatment plant and the control and auxiliary building systems to the main duct ahead of the stack fan. ..
- 2. Furpose of Change This change it being made in order to expose the stack monitor detectors periodically to outside air for the purpose of determining an accurate background count. This background count reading will probably be taken once each day or oftener, if necessary, in order to accurately determine the total activity that is beir.g discharged from the plant stack.
3 Operatine Procedure Each tine a backgrcund coant check is made with the stack monitor detectors, the damper located at the inlat of the stack fan and the new der.ptre that are being installed will be adjusted manually from the control room so as to naintain the total stack flow at a constant value, but to bring in the outside make-up air ahead of the stcck detectors so that the detectors are seeing essentially background activity. This measurement will be made at least once each day and oftener if required, because of varying operating conditions.
The system will only be left in the background count position long enough to take a reading and then it will be transferred back to the normal operating condition so that the stack monitor can perform its primary function.
- h. Conclusion It is our conclusi:n that this change does not involve a change in the echnical Specifications or any unreviewed safety question and that the health and safety of the public will not be endangered by this change.

- 1. Description of Change Provision is being made to apply a 100-cycle per second power supply to each control rod individually by means of a selector switch that will be installed in the main control room. The control rod circuitry is also being modified so that whenever this 100-cycle power supply is applied to an individual control rod, the reactivity insertion liNit circuit will be actuated so that the control room operater cannot withdraw any of the rods under this condition.
- 2. Purpose of Change During the precritical testing program, it was found that a 60-cycle pickup made it impossible to obtain the rod position accuracy desired for certain of the reactivity meacurement experiments. It was found that this pickup could be eliminated and the accuracy desired could be achieved by applying a LOO-cycle feed to the position indicator coils. A 100-cycle frequency power supply will therefere be applied to the rod position indicator coils periodically for a short interval time sufficient to obtain an indication of the rod position by means of an accurate vacuum tube voltmster located in the experimental instrumentation room.
3 Operating Procedure This 100-cy:1< pcwer supply will enly be applied to one rod at a time and during this check the other rod pcsition coils will remain connected to their normal 60-cycle power supply. A selector switch for applying this 100-cycle power supply to the position ir.dicator coils of one rod at a time is located in the main centrol reom and will always be under the control of the licensed cperator cn duty. An engineer or physicist carrying out the experimental program will call the control room by means of the public address system when he wants to check the porition of one of the rods. The centrol room licensed operator will always hsve control of the selector switch and will only operate this switch at a time when movement of the control rods is not required for normal operation. When this check is made-the 100-cy:le power supply will actually only be switched to the individual control rod for a matter of approximately one minute which should be sufficient time to take a reading on the vacuum tube voltmeter in the experinental instrumentation room.
- h. Conclusien It is our conclusion that this change does not involve a change in the Technical Specifications or any unreviewed safety question and that the health and safety of the public will not be endangered by this change.

- 1. Description of Change The Westinghouse startup personnel and the reactor operating schedule, as described in Item h of knendnent No. 7, dated June 30, 1961 are being changed.
Only one Westinghouse licensed operator will be used for a period of three or four weeks and the reactor might be operated on 1 two-shift basis.
- 2. Purpose of Change This change is being made to provide for changes in personnel status that have occurred since Amend.ent m No. 7 was filed and to obtain the maximum advantage of Applicant's personnel who have been licensed to operate the Saxton Reactor. Since Amendment No. 7 was filed, one of the two Westinghouse reactor operators referred to in the Amendment is no longer employed by Westinghouse and the other reactor operator is in the process of transferring to another organization. Since Amendment No. 7 was filed, three of the Applicant's employees have been licensed to operate the Saxton Reactor.
3 Operating Procedure It is now planned tt use the one Westinghouse reactor operator who has been licensed to operate the ! xton Reactor for the training of reactor operators over a period of three or four weeks. The length of time that this Westinghouse operator remains at the site depends on the extent to which the Applicant's own licensed operators can carry on the training program. The Applicant's licensed operators will operate the reactor without the supervision of the Westingheuse licensed reactor operator during the time that the core parameter measurements are being made.
Since the Applicant now has three licensed operators, the reactor might be operated on a two-shift basis both for the purpose of performing the core parameter measurement experiments and for_ the purpose of training reactor op erators .
- h. Conclusion It is the Applicant's conclusion that sufficient, qualified, -licensed reactor operators are available to carry out the core parameter measurement experiments and to conduct the reactor operator training program.
