[" - 74 SAXTON NUCLEAR EXPERIMENTAL CORPORATZON Application for Reactor Ccnatruction Termit and Operating License Docket No. 50-lh6 Amendment No. 5 In support of its pending application for an operating license for the Saxton reactol,(Saxton Nuclear Experimental Corporation (SNEC) submits herewith forty h0) copies of the Final Safeguards Report.

This report supersedes in its entirety the Preliminary Hazards Summary Report submitted with the initial license application dated July 23, 1959, as subsequently amended by Amendment No. 3 dated March 11, 1960, and Supplement No. 1 to Amendment No. 3 dated August 22, 1960, except where portions of the Preliminary Hazards Summary Report are specifi-cally incorporated by reference.

SNEC requests that it be issued initially a provisional operating license pursuant to Section 50.57 of the Commission's regulations. The period of the provisional operating license and the acope of activities authorized thereby should be sufficient to cover the Start-up Program described in Subsections 308 and 309 and in Subsection h05 of the Final Safeguards Report, including operation of the reactor at successive power levels up to and including its rated power of 20 TMW. Authorization to conduct phases of the experimental program subsequent to the Start-up Program will be requested by SNEC by further amendment of the license application.
