-(SQN) - Revision to Technical Specification (TS) Change 89-27" Reference 1 transmitted to'NRC proposed TS changes to reflect the Eagle 21 modification: and functional upgrades to th SQN reactor protection system.

Trip setpoints and allowable: values were' calculated using standard Westinghouse-

-setpoint' methodology and that was: transmitted-to NRC in Reference 2.

. ' Reference 3, transmitted to NRC the eevision.to steam generator water-level adverse trip setpoints because of inadequate consideration of! reference les Lheatup environmental allowance associated with the, trip-time delay.

This letter < transmits revised Unit.2 TS pages for the steam gc.nerator water

- U.S. Nuclear Regulatory Comnission W 02 Ma The installation'of the modified Barton level transmitters will allow the-use of the proposed _ lower steam generator level setpoints and reduce the-susceptibility for unnecessary reactor trips and engineered safety feature actuations.during normal and start-up feedwater transients. For Unit 2 this is being implemented during the ongoing Cycle 4 refueling outage and will be available for use'of the new setpoints during restart. The availability of the modified Barton transmitters was not confirmed until early September 1990 to support-installation during~this_ refueling outage.. For these reasons, we request expedited NRC review and approval to allow use of the new setpoints for Unit 2 restart..
