This is in reference to our inspectinns into your technical concerns regarding component labeling at Comanche Peak.

Our inspection regarding this matter has been completed and our findings are documented in the enclosed NRC Inspection Report 50-445/91-70 dated February 14, 1992, page 4, paragraph 3.1.

The labeling program implemented in Unit I will be implemented in Unit 2.

Unless NRC receives information that suggests our conclusions should be altered, Region IV plans no further action on this matter.

However, we will continue'to monitor the U.S. Department of l

Labor (DOL) process relative tog %M discrimination compl aint.

As a result of an assault of a security officer at Comanche Peak, numerous questions and concerns have been identified by members of the public.

These questions / concerns include misuse of key card system, accountability of security officers, alleged rape of secretary by Brown & Root VP, assault occurred to prevent the victim from identifying concerns about security program, and inadequacies of background screening by TU.

Telephone conversation with Micky Dow at approximately 11:45 a.m.

I returned Mr. Dow's telephone call, and he provided additional details about the assault on the female guard at CPSES. Her legs were sliceri to the bone with what was described as a razor knife.

He said that according to his source, a cot was discovered in the room where the assault occurred. No one that had been investigated was providing details for fear that their activities would become known.

3 He said, "Get your formal allegation pen ready, I want to make an allegation regarding the recently issued memorandum from Comanche to female employees.

i The policy change that prohibits all female employees from working after dark will deny them the fair labor rights by eliminating their premium pay and restricting the amount of overtime, a violation of state and federal laws."

i Mr. Dow stated that he plans to file a 2.206 petition regarding the pending licensing of CPSES. His basis will be the inadequacies of the CPSES security system, and its failure to prevent an attack of this nature.

How can the security program ensure that organized efforts to gain access to the plant I

would be prevented.

j Recently an individual has been providing information to Mr. Dow and as a result of an alleged incident at home will not provide any information.

He is unsure whether the guard incident and the incident at home are related.

Mr. Dow advised me that he and Mrs. Dow will be returning to the metroplex area by November 15 for sure, hopes to be here before the election. He will be opening an office and plans to pursue the current concerns regarding the assault. Additionally, he plans to do more work on the sanitary landfill concerns by taking samples of the sites, take pictures and videotape.

deposition with DOL. He stated that TV made reference to t e 1 reels o ' tape and the reluctance of TV Security to listen to the safety concerns identified on the tapes because of time constraints.
