t Detober 5, 1992 Telephone conversation with Mrs. Sandra Dow Mrs. Dow called me to inforn me and the NRC that her husband. R. Mickey Dow, had been released from jail in Colorado and was in-route to their residence in Pennsylvania.
However, he was being followed by a grey car with Texas tags.
The purpose of the call was to notify me and the NRC Region IV office that if anything happened to her husband, I and Region IV would be held responsible, and would be named in a federal lawsuit.
l Mrs. Dow stated that Mr. Dow was incarcerated for 32 days as a result of actions taken by TU Electric and NRC Region IV.
Mrs. Dow continued the conversation by stating that Atchison was murdered by NRC Region IV, and Silkwood was murdered by NRC Region IV. She has evidence to prove that it happened.
Mrs. Dow stated that three separate calls were recently r.ade to the Dow's residence.
She stated that the caller had identified himself as me, and was inquiring about the location of Mr. Dow.
I advised Mrs. Dow that I had made a call recently, speaking to another woman that answered the telephone I inquired about the location of Mr. Dow. The woman stated that she believed he l
was near Denver, Lincoln County, Colorado. Mrs. Dow wanted to know who was looking for Mr. Dow.
I told her I was asked by 01, RIV regarding the location of Mr. Dow.
Mrs. Dow concluded the telephone conversation with me by stating that the DIG was investigating this matter DDJ in Washington had been informed and that l
she wanted no further contact with me or the RIY office.

For the.information of all CPSES personnel,'the'following is a statement of Somervell County Sheriff's Department Chief Deputy i
Steve Smith which he presented at a meeting at 10:00 a.m. on 22 i
October:

There has not yet been an arrest in the october 21 aggravated assault at Comanche Peak of a female Burns security officer.
Analysis of-physical evidence con -
tinues as do interviews with the victim and others who j
may have information about the' event.
There is no i
evidence of any unauthorized entry into the plant's-1 protected area which helps limit the number of possible
.i attackers.
At this time it. appears there was only one assailant.
I do not have a projected time for an-l arrest but will.say I am optimistic that the'necessary i
evidence will be' developed to make an arrest.
I would like to thank Burns security and TU Zlectric for l
assisting us in this investigation.
At this point I would like to give you a quick summary
{
of the October 21 events as we understand them.
i A radio call to the Burns officer was made at 3:26 a.m.
i after she failed to report to her next duty station following a meal period.
Other Burns officers then proceeded to search for her within the protected area.
At 4:44 a.m. the missing officer was discovered by-another Burns Security officer.
She was located bound, beaten, unconscious and partially disrobed on top of a small building over a valve room in a lower level of the Unit 1 turbine building.
The officer's handgun and-holster were initially reported mussing but were later found nearby.
The gun had not been fired.

CPSES-9235409 October 22, 1992 Page 2 Additional security and medical personnel were brought to the scene and the victim was transported to Glen Rose Harris Methodist Hospital.
The Somervell County Sheriff's Office was contacted at 4:51 a.m.
Investigator Chris croy and I came to the plant and initiated our investigation.
The attacked officer regained consciousness at the hospital later that morning.
Examination shoved the officer had been physically assanited and also produced evidence beneficial to the investigation.
We have interviewed the victim but I cannot discuss the nature of those interviews at this time.
The victim is currently at the Glen Rose hospital in stable condition.

Additional security officers will be assigned i
for the backshift operations at CPSES (dusk to dawn).

Security foot patrols within the Protected Area will be increased. Vehicle patrols in-all parkinglots will be increased.

Routine security radio checks will be increased.

If an individual worker is concerned about performing a task in an. isolated area or concerned about traveling to or from one of j
the parking lots alone, security assistance will be available.

Individual workers on the backshift performing jobs in isolated areas should be assigned another worker as a " buddy."

I At the request of the victim, we have closed our criminal i
investigation into the Oct. 21 attack on a female Burns Security f
officer at the Comanche Peak nuclear power plant.
l Late Tuesday afternoon, Oct. 27, the victim signed an
[
affidavit of non-prosecution in the case.
No details of the investigation will be made public and the Somervell County Sherif f's Of fice has no additional information that can be released.
l I suggest that any further inquiries about the case be made
