SGNAR'I OF 2/20/91 MELTIIG BEIhTIN AIHER, CLIDir AND NRC On February 20, 1990, approxirately 10:00a, Bruce Earnest aM myself zet with the alleger and his client at the alleger's home to discuss concerns that had been previously identified to Racer, OI on January 18, 1991.
The alleger's client, a previous Ca=unications Supmisor at CPSES, had been ternmated in a reduction of form. The alleger's client has returned to work at CPSES in another capacity since the termnation.
The alleger and his client provided for our review, nunerous apparent intenul rencranda, ard notes relative to communications concems that were discussed durirg the :neetirg. 3he concerns prirarily dealt with failurcs, outages, ard equipnent problems associated with telephone ccrinunications. No apparent NRC regulatory ratters were noted during this review of dccanentation, if safety related concerns or docunentation is available, it was not presented for NRC review during the rectirg.
The al)eger reportedly has 16 reel to reel tapes (photograph of tapes) of maccurg CPSES telephone conversations. Each tape reportedly has a capacity of 24 hcurs.
The alleger believes that any corr /ersation can be recorded at the discretion of an operator by sirply turnirg a key activated switch.
The alleger stated that he plans to listen to tapes to determine if issues of NRC interest exist. The alleger will contact NRC is somethmg is identified.
The allcger ard his client were adviscd of DOL rights relative to possible employrent discrirdnation concerns at the cen lusion of the rectirg.
