NRR MANAGEMENT OF THE TMI ACTION PLAN

NRR has lead responsibility for managing 83 tasks in the rTMI Action Plan and contributory responsibilities for about 30 more.
The number of these managerial responsibilies has been expanded recently by the Chainnan's instructions to subdivide each task into constituent elements and to track these elements one-for-one, relative to the original requirements of the action plan (NUREG-0660 as amended by NUREG-0737). The action plan will be treated within NRR as two portions; one concerned with those tasks still in the pha.se of developing staff technical and regulatory positions, and the other concerned with tasks matured to the stage requiring licensee and applicant implementation.
Although Division Directors will continue to be responsibile for their assigned tasks, DST. will exercise overall coordi-i nation and overview of the tasks in the development phase. DL will manage tasks in the implementation. phase.
This arrangement takes advantage of the existing Operating Reactor Licensing Actions Summary (ORLAS) tracking system, recognizes the conceptual difference between tasks in the developmental y the implementation phases, and improves managerial control over each task.
The following guidelines will be followed to assure completion of the NRR i
portion of the action plan in accordance with its established purpose, scope and schedules. These guidelines will also provide for a system of account-ability and for early identification of deviations from the action plan.

plan tasks (including those being implemented) and for serving as the 460 primary point of NRR contact with OMPA for maintaining currency of the WP Action Plan Tracking System ( APTS).

As part of this status reporting responsibility, DST W.cs will provide me with prompt notification of significant problems in f%;
accomplishing any of the action plan tasks and for making a preliminary verification of status described in my memorandum to you dated December 12,

Each Division and NRR Program Office Director will periodically review and verify managerial responsibilities for each task and wg element under his purview.
At a minimum, this will be done during the p s.- e quarterly update of the action plan status reports and more often if

necessary.
The current update is in progress and is due to Paul Norian, DST, no later than January 7,1981 (see my memorandum to you dated December l,1980).

For purposes of resource management and budget formulation, resource needs for each task and element should be quantified for both the Y. ' '
development and the implementation phases.

Please use the attached format for providing this infonnation to PPAS, by February 17, 1981.

I intend to schedule monthly meetings to review the status and progress of the action plan.
These reviews will focus on the quarterly tpdates of the status report and will provide an opportunity to assess and assign priorities, to identify those tasks which appear to be faltering and to provide for proper remedial action.
Meetings between quarterly updates will focus on the progress of those tasks behind schedule or otherwise in trouble.
The Planning and Program Analysis Staff, in cooperation with DST, will develop each meeting agenda and will identify those tasks or issues requiring management attention.
The agenda will be based on input from the Divisions and Program Offices as well as EDO and Commission imposed requirements.
The initial meeting is scheduled at 2:00 PM, January 12, 1981 in my office.
