o MAR 0 61981 MEMORANDUM FOR:

Robert B. Minogue, Director Office of Nuclear Regulatory Research Ray G. Smith, Acting Director Office of Standards Development Victor Stello, Jr., Director Office of Inspection and Enforcement Carlyle Michelson, Director Office for Analysis and Evaluation of Operational Data Darrell G. Eisenhut, Director Division of Licensing, NRR Stephen H. Hanauer, Director Division of Human Factors Safety, NRR Denwood F. Ross,~ Director Division of Systems Integration, NRR Richard H. Vollmer, Director Division of Engineering, NRR FROM:

Thomas E. Murley, Director Division of Safety Technology

SUBJECT:

TMI ACTION PLAN RESPONSIBILITIES As you know, an Action Plan Tracking System (APTS) has been instituted by the Office of Management and Program Analysis to monitor' the status of each item in the TMI Action Plan (NUREG-0660). The APTS is updated in quarterly intervals with the most recent update being in January 1981.

During our review of the input information provided bi NRR, it became apparent that the lead responsibility was not clearly defined for some items. This occurred because responsibility had been transferred by some means from one group to another (e.g., NRR to SD), or the item-moved from the development stage to the implementation stage (e.g.,

implementation requirements for many items are specified in NUREG-0737).

In general, DL now has the lead for all items specified in NUREG-0737.

Another update of the APTS is currently scheduled for April 1981.

To

[.

assist in this process, it is requested that each organization review our current understanding of lead responsibility presented in Table No.

5 1.

Those items for which the lead has been transferred from that indicated l

in NUREG-0660, or as originally assigned within NRR, are marked by an t

asterisk.

Items in the implementation stage that also require some

?

further development work are indicated at a dual lead (e.g., DL/DHFS).

I The APTS will show an entry from both organizations for these dual items.

Please review the enclosed table and inform me by March 20, 1981 of your j

agreement or qualification regarding this information.

If we receive no i

response from you by March 20, we will assume your agreement and prepare the April update of the APTS in accordance with the lead responsibilities

}

indicated in the table.

Thank you for your attention to this matter.
