A. PURPOSE The purpose of this procedure is to outline the steps necessary to meet personnel needs for various GSEP

1. An inherent problem has oeen discovered with tne a

new (4 wire) Emergency Notification System (ENS) i*

l telephone ci rcuit. After a call has Deen established

j (the originator of the call makes no difference) and terminated on the ENS-circuit, if a receiver i s a picked up at a facility before the circuit light i s

"" off, the telephone circuit for that facility will

" lock up". This results in the facility not ceing able to call out on the ENS circuit and the NRC Headquarters not Deing able to call the facility.

After " lock up" occurs a telephone serviceman vill De required to disconnect and reccnnect the phone

.! circuit at the Headquarters switchgear.

To prevent " lock up" from occurring, a second call i s not to be establ i shed within seconds-- af ter au f the original call. NRC Headquarters will -De monitoring all ENS phone line indicators and will inform the f acility when lock up occurs anc provide a commercial i-[~] phone number to use to contact-NRC headquarters.

L; In addition, the NRC will contact the telephone company and initiate the necessary acticn to release

" lock up".

c. Alert - activation of individuals indicated in Attachments A and B and others as deemed appropriate.
d. Site emergency - GSEP Station Group within 60 minutes (See Attachments A and B). ..
