1. NRC Generic Letter 91-01, " Removal of the Schedule for the Withdrawal of Reactor Vessel Material Specimens from l echnical Specifications," dated January 4,1991.

Dear Sir:

This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to delete the Surveillance Requirement containing the withdrawal schedule for removing reactor vessel flux monitoring surveillance capsules from the Technical Specifications. This change is made using the guidance provided in NRC Generic Letter 91-01 (Reference 1). Future control of this schedule will be in accordance with 10 CFR 50, Appendix H, Section 11.B.3. The NRC approved version of the specimen withdrawal schedule will be maintained in the updated Final Safety Analysis Report (FSAR). This schedule will be incorporated during the July,1993 annual FSAR update, which is submitted in accordance with 10 CFR 50.71(e). y*

The Qaed original of the Application for Amendment to Operating License is enclosed for filing. Attachments I, ll and ill to this application contain the proposed changes to the Technical Specifications, the associated Safety Evaluation and a markup of the affected Technical Specification pages.
