APPLICATION FOR AMENDMENT TO OPERATING LICENSE The New York Power Authority requests an amendment to the Technical Specifications contained in Appendix A to Facility Operating License DPR-59 for the James A. FitzPatrick Nuclear Power Plant. This application is filed in accordance with Section 10 CFR 50.90 of the Nuclear Regulatory Commission's regulation.
This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to delete the Surveillance Requirement containing the withdrawal schedule for removing reactor vessel flux monitoring surveillance c;pcules from the Technical Specifications. This change is made using the guidance provided in NRC Generic Letter 91-01. Future control of this schedule will be in accordance with 10 CFR 50, Appendix H, Section ll.B.3. The NRC approved version of the specimen withdrawal schedule will be maintained in the updated Final Safety Analysis Report (FSAR). This schedule will be incorporated during the July,1993 annual FSAR update, which is submitted in accordance with 10 CFR 50.71(e).
The proposed change to the Technical Specifications is Attachment I to this Application for Amendment to the Operating License. The Safety Evaluation for the proposed change is included as Attachment II. A markup of the affected Technical Specification pages is included as Attachment !!!.
