Dear Sir:

On May 20th of this year the Arizona Municipal Water Users Association petitioned for leave to make a limited appearance at a hearing to be held before the Atomic Safety and Licensing Board (Board} on the application for facility operating licanses filed by Arizonc Public Service for Units 1, 2, and 3 of the Palo Verde Nuclear Generating Station

~(Docket Nos. STN50-528-OL; STN50-529-OL; STN50-530-OL). It is our understanding that the limited appearance at the hearing will be at the discretion of the Board, within such limits and on such conditions as may be determined by the Board. If permitted to make a limited appearance, we further understand that we may state our position on the application and raise questions which we would like to have answered to the extent that the questions are within the scope of the hearing as specified by the Board.

a. The likelihood of seismic disturbances at Palo Verde and what actions the applicant proposes to~ undertake to mitigate safety concerns in the event of a seismic disturbance.

b. The potential for groundwater contamination at the site of the generating station and what actions the applicant proposes to undertake to preclude ground-

c. The adequacy, availability and dependability of cooling water for each of the three units at the generating station.
