to Comment and Request for Extension of Comment Period.

To Whom It May Concern:

The Coalition for Responsible Energy Education ("C.R.E.E.") has learned of the above-referenced application of Arizona Public Service Co., et al.,

to amend Facility Operating License No. NFP-41.

C.R.E.E. only learned of this application yesterday (June 1, 1987).

The current deadline for comments is June 3, 1987.

The current deadline for comments is less than thirty days.

It will not be possible for C.R.E.E.

to adequately assess and comment on the application by June 3, 1987.

C.R.E.E. believes it can adequately prepare comments by June 8, 1987, and therefore hereby requests an extension of the public comment period to June 8, 1987.

In support of the requested extension CREE submits that the additional time requested is extremely moderate and, in fact, still provides less than the customary thrity days for public comment.

Secondly, it appears that the perceived need for an abbreviated public comment period was proximately caused by the timing of the licensee's application.

As the only currently operating citizen intervenor on safety issues for Palo Verde, C.R.E.E. (which incorporates the Palo Verde Intervention Fund) submits that provision of a reasonable opportunity for it (and any other members of the public) to comment is in the public interest.

In the event C.R.E.E.'s Request is denied, C.R.E.E. hereby, tentatively, opposes the proposed "No significant hazards considera-tion" determination, based upon: (1) the need to obtain additional public comment; (2) apparent possibility that public health effects of marginal increases in radiation exposure have not been adequately assessed by NRC Staff; (3) impropriety of possible consideration of financial factors (avoidance of unit derating) in Staff's determination.
