SUBJECT:

ENVIRONMENTAL QUALIFICATION OF SAFETY-RELATED ELECTRICAL EQUIPMENT RE: HADDAM NECK PLANT, MILLSTONE HFCLEAR POWER STATION, UNIT NOS. 1 & 2 Your letter of December 4,1980 requested a hearing concerning the subject.

As a result of our letter of June 12, 1981, your request has been held in abeyance until ninety days after the date of issuance of the Safety Evaluation for the facilities.

On July 31, 1981, the NRC staff recommended to the Conmission, in response to an industry petition, that the June 30, 1982 deadline for equipment qualification be extended to June 30, 1983, with limited pro risions for further extensions on a case-by-case basis. In addition, the NRC staff has provided clarifications on many of the technical issues in this area.

The underlying reasons for your original request, regarding a hearing, may be affected by the Commission's action on the staff's submittal or recent ts. Therefore, in order to allow staff interpretations of the you to consider all recent or ninent-velopnents, we will, upon your affirmation, hold your original in abeyance for up to thirty days after the Conmission has conpleted its action on the petition. By that time, we ask that you inforn us of your intent, and)f you pursue a hearing, of the specific issues you intend to raise in the-proceeding.

Your response to this letter, affirning or rejecting this course of action, is reqcsted by September 1,1981. We will continue to solicit your cooper-ation in the identification and resolution of disputed technical issues.
