Federal Register Notice O(f),$ lin Y 7f NUCLEAR REiUIA'IORY COMMISSION ADVISORY COMMI'ITEE ON REAC'IOR SAFEGUADS SUBCOMMIN ON RFANR OPERATIONS Notice of Meeting te ACRS Subco::nittee on Reactor Operations will hold a ' meeting on May 9, 1979, in Room 1167, 1717 H Street, N.W., Washington, DC 20555 to consider a license amendment for the Millstone Nuclear Power Station, Unit No. 2, to authorize operation at the stretch pwer rating of 2700 MWt. W e Subcommittee may also discuss the 1979 Review and Evaluation of the NRC Safety Research Program. Notice of this meeting was published on March 23 and April 20, 1979, In accordance with the procedures outlined in the Federal Register on October 4, 1978, (43 FR 45926), oral or written statements may be presented by members of the public, recordings will be permitted only during those portions of the meeting when a transcript is beirg kept, and questions may be asked only by members of the Subcommittee, its consultants, and Staff. Persons desiring to make oral statenents should notify the Designated Federal Employee as far in advance as practicable so that appropriate arrangements can be made to allow the necessary time during the meeting for such statements.

We Subcom::tittee may meet in Executive Session, with any of its consultants who may be present, to explore and exchange their prelimi-nary opinions regarding mtters which should be considered during the meeting and to fonnulate a report and recommendations to the full Com-mittee.

1174 rJ04 7910190425 At the conclusion of the Executive Session, the Subcommittee will hear presentations by and hold discussions with representatives of'the NRC Staff, the Northeast Nuclear Energy Company (NNECO), and their con-sultants,' pertinent to this review. 'Ihe Subcommittee may then caucus to determine whether the matters identified in the initial session have been adequately covered and whether the project is ready for review by the full Committee.

In addition, it may be necessary for the Subcommittee to hold one or more closed sessions for the purpose of exploring matters involving proprietary in-formation.

I have determined, in accordance wi'h Subsection 10(d) of Public Law 92-463, that, should such sessions be requirei, it is necessary'to close these sessions to protect proprietary information (5 U.S.C. 552b(c) (4)).

Further information regarding topics to be discussed, whether the meeting has been cancelled or rescheduled, the Chairman's ruling on requests for the opportunity to present oral statements and the time allotted t 3refor can be obtained by a prepaid telephone call to the Designated Federal Employee for this meeting, Mr. Richard K, Major, (telephone 202/634-1414) between 8:15 a.m.
