Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 Environmental Qualification of Class 1E Equitment In Reference (1), as supplemented by References (2) and (3), the HRC Staff re-quested that Northeast Nuclear Energy Company (NNECO) provide information regarding the environmental qualification of Class lE electrical equipment in use at Millstone Unit No. 2.

NNECO responded to Items 1, 2, and 3 of Reference (1) in Reference (4). The following infor=ation was included in Reference (h):

In response to Item 1 of Reference (1), a listing of Class lE electrical systems, identified components of those systems, and their locations within the plant which had been identified at that time.

In response to Item 2 of Reference (1), a listing of the available e

qualification information in the femat requested by Reference (1).

In response to Item 3 of Reference (1), accident condition profiles for e

areas inside and outside containment and available qualification test profiles or data tables.

At the time of the Reference (4) submittal, ongoing reviews of plant drawings were proceeding in an effort to compile a complete list of all Category 1E electrical equipment. NNECO provided the Staff with revised Class 1E 8005210322 Q

, electrical equipment lists and additional lists of Class lE electrical systems, components of the systems, and locations within the plant in Reference (5). With the docketing of Reference (5), together with this autaittal, NNECO considers Item 1 of Reference (1) to be fully dispositioned with the exception of the review of plant emergency procedures, plant walkdown required by Reference (1), and those items outside the containment subjected only to radiation, as noted below.

l In Reference (4), NNECO roted that in certain instances, environmental i

qualification documentation, required in response to Item 2 of Reference (1),

was not complete. Reviews of existing documentation are continuing along with requests for qualification information from the equipment manufacturer. Updated Class 1E electrical equipment qualification sheets are provided in the Attach-ment.

Included in the Attachment, in response to Item 5 of Reference (1), is the maximum flood level inside containment which would result from postulated accidents. The maximum flood level occurs at the minus fourteen foot, four inch (-14'4") eleva-tion inside the containment.

In response to Item 4 of Reference (1), NNECO is currently proceeding with reviews of existing documentation in an effort to complete the Class lE electrical equip-ment qualification sheets enclosed in Attachment 1.

In addition to the inhouse review, NNECO is requesting, on an expedited schedule, qualification information from the equipment vendors. It is anticipated that a significant number of the open items pertaining to equipment qualification can be dispositioned in the manner outlined above.

However, it is stressed that the success of this approach is very much dependent upon vender cooperation and, as such, it would not be plausible to provide the Staff with a date by which the attached qualification sheets would be complete.

NNECO is currently proceeding with the approach outlined above.

It is our intention to provide the Staff with revised equipment qualification sheets on or about July 15, 1980. At that time, NNECO vill also provide an action plan describing the means by which any remaining open items, regarding Class 1E electrical equipment qualification documentation, vill be resolved.

NNECO also intends to include in the July 15, 1980 submittal equipment lists and available qualification documentation lists for any components identified in the reviews of plant emergency procedures.

Class 1E electrical equipment located outside containment and only subjected to high radiation levels, following a LOCA or HELB as described in Reference (1),

has not been included in previously docketed correspondence. This equipment is currently being reviewed and will be listed, together with available qualifica-tion documentation, in the July 15, 1980 submittal.

With the docketing of this information, NNECO has addressed each of the concerns of Reference (1).
